I've seen this occur on average, every 1/100 devices (these Macs are all on 10.12.6 Sierra) where after completing the jamf enrollment and rebooting the mac, a large number of applications begin to exhibit behavior where the apps quit unexpectedly upon loading.
The most unique thing about our enrollment is implementing the CIS script by Jamf and enabling FV2.

just had to reinstall macOS from the recovery partition (did not have to wipe).
My guess is that something got corrupted in the user's many plist files in their home directory

Just FWIW, running CIS scripts + FV here too, and I've never seen that. I know it isn't much help, but as a data point that I don't think either of those is the cause.
Have you checked permissions on the /Applications directory?

If SIP was disabled, all bets are off. ;)
