MCX Preferences applied even when administrator choose not to

I am noticing several issues with MCX preferences. Here are the main two:

1) Sometimes when I log in as administrator and select "Disable settings," the settings are still applied.

2) Although all the computers at our school have the exact same profile, they exhibit different behavior with MCX preferences for system preference panes. Some of them show the panes, but greyed out, while other do not show the panes, but they can be accessed from the "Go" menu.

Any ideas on what would cause this?

    Ok, I'm bumping this because I still am having the first issue. The second one I think I have sorted out. But I cannot get around the first one. Has nobody else seen this?

    EDIT: These are 10.7.x configuration profiles, not MCX settings. Whoops.
