When doing a Search Apple School Manager or Apple Business Manager for an application to add results are displayed with the pinwheel blocking the selection. It does not appear to be a browser issue as Safari, Chromium-based, and Firefox tested. Even tested using incognito mode. The server is on-prem running 10.18.
The solution that works is encapsulating your app search terms in quotes. As an example "Word" vs Word.
