Need Spotlight not to Index External Harddrives but index Internal Drive

I have a bit of a conundrum. I know I can turn off spotlight indexing for drives that are already connected to my Mac. However, if I have users that have external drives that I do not know the name of, but I do not need to index them. Can I wildcard the command or find some other way of not indexing the externals only, but leave the internal to be indexed?

https://discussions.apple.com/thread/5486948 talks some about this. Seems like the drive would then not be indexed if it was plugged into someone else mac either.
