Network segments query

Hey all, I've got a nagging feeling that something isn't right with our cloud hosted JSS

network segments in the JSS are defined by the public IP of the site.

Is this right? shouldn't it be the site network/subnet? e.g 192.168.1.x/24 or whatever ?
