Outlook 2016 Your sign-in was successful but you don't have permission...

Has anyone encountered this issue and if so what did you do to resolve it? Users periodically have to sign into Outlook several times a day. Message received "You don't have access to this. Your sign-in was successful but you don't have permission to access this resource. Sign out and sign in with a different account." Occurs with Outlook 2016 versions 16.22, 16.23 and 16.24. Happens most of the time while they're in the middle of using Outlook; or waking system up from Sleep mode; other times after launching Outlook for the first time of the day.

I've encountered that message if a user runs out of O365 licenses, or they've recently changed their password and something is messed up with the keychain. For the keychain-based cause, removing all Microsoft/Office items from the user's keychain (or just creating a new keychain) resolved the issue.
