Passcode Configuration Policy Not Working

I have created a separate configuration profile for ipad passcodes. I have it set to wipe device after 10 failed attempts. Despite this saying that it was applied, I have tested on a device and am up to 50 mis-typed passcodes without a wipe or a lock. All other config profiles that I have done and scoped the same way are working. Thanks
