Pending - Application is not available to install

i am getting this error message when students try to install garageband. the app catalog sees garageband as a paid app, however all our iPads are new and garageband was free with them, so is my problem that i need to add through VPP or something else?

iPads started as 8.4.1 and i updated to see if it solves the problem, so they are also on 9.0.2. Casper is 9.81 and the app store is restricted.

any help would be great!

You need to get VPP2 licenses for Garageband, etc. even though it was included with the iPads. The form is here:

I've already got the VPP managed apps from Apple, and am still getting this message. Any ideas?

when this happens lately all i have to do is refresh the app in VPP in the Casper suite - Global Management> Vpp Accounts - and then it will usually install sometime that day.
