Policy Logs not always flushing.

I've come across a situation a couple of times in my organization's JSS, where logs are set to flush every month. But a couple of machines are holding on to most if not all of there log history. One Mac is holding almost a year and a half of logs that should have been flushed. Is anyone else seeing this behavior?
