Policy not caching on some machine using every 15 trigger

I've noticed a handful of machines that aren't executing policies using the Every 15 minutes trigger.
If I run the following command on the machine - jamf policy -id 1787 it starts to cache the package. Otherwise the machine just sits in Awaiting to execute policy...

Any ideas?

    I see similar problems. The every15 is also the trigger i usually use.
    a jamf policy -trigger every15 does then the trick, but shouldn't that be automatic. ?!? :(
