Prevent User enrolled iOS devices from installing profiles

Currently in our organization we have managed Macs and iPads, both DEP enrolled. The iPads are configured with several profiles including restrictions. The company provided iPhones are not DEP enrolled and currently unmanaged. We are trying to enroll these phones via User-Initiated Enrollment, however we do not want to apply the same restrictions that the iPads have.

Is there a way to exclude these iPhones from configuration profiles prior to enrollment?

Maybe you could use a Smart Device Group to only apply your configuration profiles based on the "Model" criteria or possibly "Enrollment Method: Enrollment profile" or "Enrollment Method: PreStage enrollment"?
