One of my sites purchased Pro Apps Bundle for Education and got App Store redeem codes.

Has anyone ever purchased it though VPP for managed distribution?

Yes.

We went through the same process used to fulfill iLife apps through VPP with new hardware purchases, but since that's all changed with those being free looks like Apple's updated that process a bit: https://support.apple.com/en-us/HT207500

Otherwise, it looks pretty similar.

The Pro apps bundle includes Final Cut, Compressor, Motion, Logic and MainStage right? Those are not free and your purchase will merely need to be converted to Managed Distribution. If you go to this form Apple VPP EDU Help, they will help you get that converted to Managed Distribution.
