Pushing iOS update on Shared iPads - Not working

I am testing Shared iPads. I have a iPad Pro iOS 13.7. I have sent to iOS update via JAMF 1024.2. Nothing happens, iPad Pro does not receive the command while the iPad is logged out of any user. It will fail if a user (Guest in this case) is logged in.

This was an issue more that 3 years ago from what I gather.

I think I know the issue. The iPad may not be able to update to iOS 14....ugh

Again, I was wrong. I wiped and un-scoped the pre-stage. Now updating to iOS 14.0.1. So I was correct that the device was not getting the command when is Shared mode with only a Guest login configured.

I also have this issue. We have sporadic installations of iOS 14 when we update shared. Our non-shared go perfectly with no issues. What causes them to not update when you send the command to restart after. There is no way to push download and install in the Settings. Why do some hangup on the update?
