Reading plists under ~/Library/Containers

I'm looking to push some new settings for Safari. But when i monitor the system for changes to see where they're getting written to it appears to be in ~/Library/Containers/com.apple.Safari/Data/Library/Preferences/com.apple.safari.plist

I can see that file, and i appear to have R/W access to it, but i cant open it. Even with sudo from the command line i get "Operation not permitted". Is this due to SIP or something?

Safari, as a pre-installed App, should be protected by SIP.
