Receive alerts when. apps are installed on macOS

Is there a way to have computers report when new programs are installed? We would like to receive some sort of notification whenever a user installs anything.

The other thing we would like to be able to do is allow users access to the app store in macOS, but have them only be able to install apps that we approve.

We are not interested in blocking apps, unless we can restrict everything minus the few things our users need.

Any ideas?

In Config Profiles, Restrictions, Applications - You're able to choose "Restrict App Store to MDM installed apps and software updates" and "Restrict which apps are allowed to launch"

Considering *.app files can be run from any folder and not every app invokes the installer, you're probably asking for a more robust scanner to monitor file changes if you want to know every time a new application is installed
