I am following the instructions on renewing push cert. I downloaded the signed csr from jamfnation, uploaded to Apple then uploaded the new cert into jamf pro. Jamf then posted a warning that any existing devices in JAMF would no longer receive push notifications. Is that normal?

Nope, that means you're signing in to the Apple website with a different Apple ID than the one you used to originally create the push certificate. If you proceed with renewing the cert with the wrong Apple ID, your iOS devices will need to be re-enrolled to get the new MDM Profile, and your Macs will need to run "sudo jamf mdm" to get a copy of the new profile.

I called Apple, they were able to give the account that created the push cert and i was able to renew.
