Restoring from backup , Not able to Manage in JAMF

We allow our users from management level up to download apps as they need and we do not worry about controlling their backgrounds or layouts on their devices.

If you restore from backup on a phone that was never in JAMF it will not show up in JAMF. If you restore from backup on a phone that was in JAMF after a restore it no longer actively communicates. 

Is there a way for these users to restore from backup and keep their new phones similar to the old?

Restoring from a backup does not constitute device enrollment, they will need to enroll the device.

For Context - We are in the process of moving over to JAMF, previously we did not have a MDM. Most of our devices that we have setup so far are shared devices that all use the same layouts so that part of JAMF has been so easy to manage. However now we are moving our upper level users over to JAMF and they want the exact layout from their unmanaged phone to be how it looks when we put them on JAMF. So we have did a full icloud backup and once the iCloud backup is finished they are never prompted to enroll. If you chose to not use a backup it give you the enroll option. Is there anyway to make the phone prompt during setup to enroll after the backup? 

They are still able to use iCloud to get the basics like their contacts , photos ,  but as far as applications reinstalling on the layout they want it will not bring that over like the previous backup had.

Nope, this is working as intended. You cannot recover a "managed" backup on a non-managed device, and you cannot recover a "non-managed" backup on a managed device. The device will need to be manually enrolled if you want to use the backups, and then you likely wont get supervision over the devices.
