Restrict user ability to sign in appleID for default (preinstalled) iPad apps

Found this today in exploring what happens when a preinstalled app is clicked on a device which shouldn't have any appleID on it.
If I click on a preinstalled app it brings up a dialogue saying that I have to log in with an appleID to use the software. Click, then enter credentials and they are accepted, the app opens AND it stores the appleID on the device. As the config policy is set to not allow any changes to the appleID the one used to set up the app is now in Settings and can't be removed.

This is an issue as we do not want any appleID set on the devices. We are relatively new to MDM and Apple devices so it may be I am not going about this in the best way. Open to suggestions as well.

New 7 Gen iPad updated to 13.6.1 with Configurator2 prior to enrollment and config via DEP.

Single managed appleID could cause issues with users.
