Used to have a config profile created in Profile Creator for Safari homepage to open to a specific page that worked in Catalina and Big Sur, not sure the Safari version. On either macOS version, Big Sur or Monterey, that config policy doesn't work anymore. So my best guess is that Safari 15 is the issue and somehow it doesn't like the config anymore. Does anyone have any insight to how we might be able to get that homepage set again? We tested it by using a script pushed by a policy and it works.... but only on the first open of Safari, and that's it.

As long as you avoid checking the URL in System Prefs, the new page will open every time.
