I want to create a script to unlock the Padlock in the System Preferences Security Pane.
Is this possible?

That would require the password of the user who's logged in or an administrator.
Is this part of something larger you're trying to accomplish?

Not sure this is possible. You can probably remove it entirely by altering the authorisation database. Not sure how as it's not normally something I tinker with.

It sounds like the security preference pane acts a little differently using autorizatinodb than other panes, but it's sounds functional under 10.9 at the very least. That said, there's likely a specific reason why you want this pane open. That specific reason may be dealt with in a better manner than opening it completely. Just wondering?

I was able to do it following Greg's instructions in this video http://documentation2.macsysadmin.se/2012/video/Day2Session7.m4v . The topic you are looking for, will start after 26:32 mins on the seek bar so you will need to forward it :)
In short it will not be unlocked but users can do the change entering their own passwords. Let us know what worked for you.

What i'm looking to do is unlock the Padlock in the System Preferences Security Pane on 10.10
The reason I want to do this is so I user can add script to the privacy panel them self to run on the machine.

Hopefully the methods listed above will help. I know that you're trying to give users (or a specific user) the ability to lock or unlock the security preference pane. I'm also assuming that you DON'T want to make them admins, which is why they can't unlock the preference pane themselves. What I'm asking is, what do you want them to be able to do in the security preference pane?
