Scripts running on startup?

I'm trying to figure out why some systems are taking a long time to click through the policy banner to the login screen. Some machines do it rather quickly, others seem to take 5-10 seconds between. I assume it's because there is a script running that's causing the delay, but how do i track down what script is doing it?

Doing some testing..

On my 10.8.2 image, I took several timings of the time it takes from the time I click through the policy banner screen to the time I get the login prompt with all network access disabled (LAN cable unplugged, wifi turned off), from the same machine. They were all between 31-33 seconds (user stares at a blank grey screen for that long).

With the LAN cable plugged in, it's down to about 10 seconds from the time I click OK to the time I get the login window.
