We are a school district we have a application that is needing for us to check to turn on under Security & Privacy setting, under Accessibility on. We are currently using 10.13.6 on all our computers. I have used Composer to make the package and even tried using FUT,FEU, when checking the box but it will not take when pushing it out. I did not want to turn it on by touching every computer in our district. Does anyone have any ideas on how to make this work. Thanks!

Apple control the Accessibility Database (TCC.db) using System Integrity Protection (SIP), meaning that it requires user interaction. Afraid your unlikely to find a workaround that doesn't involve disabling SIP, which isn't recommended.

Is their a way to make Security & Privacy unlock so the students can make the change themselves.

That PPPC utility will only work for creating profiles on 10.14+ computers. There was no remote management capabilities of the TCC.db prior to this.
