Looking for a way to have a policy run that ensures and/or sets the language to US English. Being in a school, of course, we get the occasional student who thinks it's funny to change the system language. Not bad but I can't read Arabic. Would like to have this run at check-in or I can push if needed.

I'm not entirely sure on this, but you can start by looking at languagesetup
in Terminal. I think the base code for setting English as the system language would be something like this according to its man page.
/usr/sbin/languagesetup -langspec English

sudo /usr/sbin/languagesetup -langspec de
sets the System Language to German / Deutsch.
