Setting Time Zone in System Preference - Disappears on Restart

We have having an issue with our OS 10.13 macs not holding the Time Zone in System Preferences. We manually check the System Preferences/Privacy/Location Services/Details: Set Time Zone but when the computer is restarted it reverts back to unchecked and the time is Greenwich Time Zone.

I've been setting the Time Zone by using location services. I used the script provided by @gda from https://www.jamf.com/jamf-nation/discussions/27087/enable-location-services-programmatically-10-13+

My preferences are to have our computers do what they are supposed to do without running a script. Having the correct time setting is a basic expectation for any computer. I am not sure if this is an Apple issue or a JAMF issue but the time should be correct on any computer. I am hoping someone has a resolution without running a script.
