What version of iOS are the impacted devices running? What version of JSS? I ran into this while working with 10.5, and an iOS 12 device. Consider updating your JSS to 10.7.1. Hope this helps.

1 Get the server software up to date

2 In the JSS - goto the device - click on the management tab - REMOVE all the failed commands

3 Re-enroll the device manually

4 In the JSS - goto the device - click on the management tab - REMOVE all the failed commands again (if any)

So what was actually the issue here? Incompatible version of JSS for the version on iOS being targeted?

The issue was DNS was blocked on my network which was using in jamf server. We allowed the DNS in our network and it worked.
