This device is not authorized to view the app catalog

I have an enrolled iPad.
I have a profile which installs the self service web clip.
In Casper (v9), I view an app and see it is scoped to a Smart Mobile group "1-HHS Staff".
In Casper, when I view my iPad, it says it is in the Smart Mobile group "1-HHS Staff".

Is there some other big switch I need to flip to enable access to the app catalog?
