Turkey Time Zone Change

Does anyone know how Apple is addressing Turkey's change to their time zone (they are no longer observing DST)? Is this the kind of thing Apple pushes in the background or is it part of an explicit update? If it's the latter, what would that mean for OS versions that are not being updated anymore?

Our understanding is Apple has made the decision to only roll this time zone change into macOS Sierra, and I believe then, only in 10.12.1. So if you happen to have any Macs that aren't running Apple's latest and greatest OS, and also need that time zone change installed, you will need to get them onto 10.12.1.
