Is it possible to use Casper to uninstall an app thats installed on a cart of iPads? Also can I push out a bookmark to ipads and create a shortcut on the home screen of the iPad? I would hate to have to touch 400 ipads to do these two things.

Yes you can uninstall a managed app on a group of iPads. In the JSS, if you remove the cart/group under Scope it will remove the app from the devices in that cart/group. You can use a configuration profile to create a "web clip," which is a bookmark shortcut icon on the home screen. This can be installed automatically without any user interaction.
