My understanding is that there is no way to stop a user from deleting the MDM Enrollment Profile if it as and Over the air User initiated enrollment? Hopefully I am wrong or missing something???

+9Nope. DEP, setting the MDM profile to not be able to be removed, and reactivation is the only way to make it so the profile can't be remove right now. Configurator can also but a wipe and reset up of the device will take it off.
Sounds like iOS8 might fix some of that.
