I am not sure if this is currently possible, we can't currently figure out how to do this. We have less licenses than we have iOS devices but we want to make it available to all users in Self Service. We would like to make it so that a license is not used/assigned until the user requests it in Self Service. Currently making it available to all users assigns the license to everyone, utilizing the license, even if they never install it.

+3+12I too have been searching for this. The only solution I can think of, but would take a lot of time to do would be to utilize the API via web requests to add a devices user to a static group in Users. Under Users have a VPP Assignment that scopes to the static user group with that App assigned.
