VPN interfering with JSS

We have noticed that our students are using VPNs to bypass the web filter. This has become a larger issue because it is also interfering with communication from the JSS and the find my iPhone feature of iCloud. How can we use the JSS to prevent users from setting up a VPN like the options listed below?

Configure Free PPTP VPN account in Apple iPad Tablet
Go to the ‘Settings >> General >> Network >> VPN’.
Click ‘Add VPN Configuration’;
Select ‘PPTP’, adding fields as:

That's a tough one as the users are admins by default in iOS. I would make sure you have an Internet facing (possibly limited access) JSS to make sure that even if they use a VPN connection, the casper server can still be reached.

Can it be spotted from the firewall / proxy end? How about blocking PPTP outbound from your network?
