Check out ProfileCreator. You can create and export a profile that blocks that prefpane, then upload to your JSS.

I would like to add, that to let those Config. profiles functioning, it's worth to download a Configuration Profile from JAMF and then start building up from it through the ProfileCreator instead of creating a new one from scratch, which will not be deployed by Jamf on devices..
