Works for me, it should remove that option within settings entirely. What version iOS? and also obvious question but you made sure the device is supervised?

It's possible it's sticking the wallpaper in place by periodically sending out a new one. Can you modify the wallpaper, then send it a blank push and inventory update and see what happens?

I think that's how it works with setting device names.
