What is Force Wi-Fi power on?

I noticed there's this new thing called "Force Wi-Fi power on" under Restriction payload for devices. I tried searching for information on Jamf Admin guide but couldn't find anything.

Based on an article on Jamf Now.
"Forces Wi-Fi to always be on. It cannot be turned off on the device. Requires iOS 13.1 or later, or iPadOS 13.1 or later. Supervision required."

But I can still turn off Wi-Fi on my Supervised testing iPad, and not 'force' connect to Wi-Fi after reboot.

Can anyone share what should be the correct behaviour?
