What version of Jamf are you running (Pro vs Now)?
is it just the lock screen you're after or is this activation lock?

Jamf pro...lock screen

The best thing to do is on the management tab and click clear passcode. If the device doesn't have wifi you may need to tether it to a computer.

Might just have to wipe the device then. According to Apple its supposed to re-connect to WiFi after a reboot so you can issue the command, but a quick look around the forum here you'll see that rarely happens.
The last thing i can think of is to clear any pending/failed commands then re-issue the clear pass-code, again only if its connected to WiFi.

Try putting the device into recovery mode and then use the Restore option at the end. That will wipe the iPad and bring it back to factory defaults.

As @iRyan23 said, that's what you need to do now. You used to be able to hook it up to Apple Configurator and just do it from there but if you have the USB security enabled you're dead in the water at this point.
