Hi all, we currently have a bunch of teachers wanting to install and test apps on their own. Previously I pushed the apps to the devices but that is too long of a wait for some. So I changed the restrictions in the profile for those iPads. I now have the app store enabled and installed. I enabled the 'Allow modifying account settings' so they could use their own account for the app store and I have enabled 'Allow app installation through the app store'. Users are now reporting that they can download and install app but they can't open them.
I am currently out of ideas to fix this...

Do you have any "app usage" Restrictions > Functionality payloads in a configuration profile?

Are they logging on with a personal Apple ID to 'buy' and download the app and then trying to open it on a device that has a school managed Apple ID being used to sign onto it? The app must be purchased with the Apple ID that they are trying to open it with. They could log off the school managed ID and log back on with the personal ID, but again, some restrictions you have may hinder that as well.
You also may need to go into Apple School Manager and adjust the role allowances for Instructors. The default is that they don't have rights to purchase & download apps, but that can be changed. Just be careful if you have a payment installed as I believe it will allow them the rights to use the payment plan entered.
