Assign license to user on multiple devices

An assistive technology app needs to be installed for a single student that uses multiple devices. I've invited the AppleID to app management and assigned two devices, but the app still seems assigned to the device and can't be downloaded twice.

Is this a license restriction unlike how App Store apps are allowed on multiple devices?

When you assign a licence to a user that user can install the app on several devices he is using. But you can assign a licence only to one device. For each device you want to assign the app to you need one licence.

I wasn't able to see how to assign a license to a user. Can you send me a doc or instructions?

It looks like it finally worked. My patience wasn't long enough. Assigning a user to devices in a group seemed to be all that was necessary and just time.
