@Lehrer - if you are using a Parental Control Content Filtering payload from the Jamf Configuration Profile, I would say its not the right way for adding sites into blocklist for an enterprise level Mac Computers. Its is recommend to use Network Security tools such Zscaler or Cloudfare or an openVPN to manage the site in isolated mode or block completely.
You would have to deal with this kinda problems now and then if you want to manage the site blocklist via MDM.
Edit: I see you are using an Jamf School product, however from educational level preceptive, it is also recommend to have Cloud Network Security tool to manage this kind of restriction.

These sites are supposed to be blocked on any network the iPad is on, so the block has to be on device level, not network level
