Migration static group to dynamic group? Why is isn't possible

Why is it not possible to migrate static groups to dynamic groups but the other way around?

That would require a machine intelligence capable of looking at a list of random computers/devices/users and trying to derive why these items are included in the group while others are not.  That's a pretty tall order.
