It's been my experience that it just needs more time. How long have you had these messages on there? And during this whole time the iPad's been turned on and connected to the internet?
We are also having this issue. i have been working with JAMF all week and no luck. Did this get resolved for you? I have had devices waiting all week for an app and nothing is working.
