I see constantly in jamf.log 'network state changed, checking for policies.... 'checking for policies triggered by network state change'
my network state is not changing, what is causing this?
whats considered a 'network state change'?

A network state is anytime:
You connect to bluetooth/disconnect
You connect to ethernet/disconnect
You connect to VPN/Disconnect
(Basically anytime something in network preferences changes its a network state change)
jamfAgent is monitoring: /Library/Preferences/SystemConfiguration/preferences.plist So any time there's changes to that file regarding network would trigger a change.
That being said, its not 100% accurate there's a feature request that describes some of this.
