I've tried a number of different criteria to get our institution Android devices (although configured as personal to get into the JSS) but I can't get them to go into any smart groups, if for instance their used storage is over 80% Anyone know why this is the case?

I have no problem adding them to static groups.

After taking the CCT, realized Smart Groups are only for devices the JSS can actually do remote things on. In this case, I would have to create an advanced search for the Android devices.

Yep, Android devices are not "manageable" by Casper, just "inventoriable" And only managed devices can be in Smart Groups, by design.
