SSL VPN or IKEv2

Have been testing and researching many options for vpn, and running into issues with stability, mostly with it disconnecting every several minutes (Routing all phone traffic through IKEv2).

I cannot find any information on custom SSL VPN's.

Does anyone recommend a VPN Solution, one that is software based (ISO or VM), and can do per-app vpn (with low cost, one-time or opensource)? or even to route all traffic. (Always-on)

OpenVPN + Viscosity? Honestly, I'd purchase a low-cost Fortigate and then go management-free w/ Forticlient. The commercial SSL-VPN clients have an incentive to keep the clients up to date and working across OS updates.
