I don't think you can unlock that specific pane... Doesn't this have to be done via AddPrinter.app in /System/Library/CoreServices? I know this aspect of printing has been modified for the better in 10.5.7 via WGM.
There are options in the cupsd.conf to make many of the printing
options require (or not require) admin access. I think thats one of
the options.

Take a look at Apple's KB article with respect to 10.5.7
http://support.apple.com/kb/HT3511
They allow for this via group access.
Right, I read this last week. However my department wants this done
via a client level.

Go back to the Casper arhives in December and search for a post with this
subject line:
[Casper] Allow Non-Admin Users to Add Printers in Leopard
There was a fairly lengthy discussion on how to do this by editing the
cupsd.conf file to allow non-admins to add printers. I'd post the relevant
pieces, but it is better to read the entire article.

Why not add the printers in casper admin and then make a self service policy that users can install them self?

That's what we decided to start implementing. As Cisco has basically stopped
supporting AppleTalk, Self Service basically becomes a replacement for
AppleTalk browsing to end users looking for printers. Just have to manage
properly scoping them.

I've done this successfully. Works great. You can scope the policy so that users only see printers that are in their building/department.
But if it's a place like us where we have over 2000 printers, and they
change every month, it is impossible to manage, so we allow all users to
setup printers.

Hi,
Although I adjust the /etc/cups/cupsd.conf file I'm still not satisfied with this solution. When the Mac OS X 10.5.7 Update was released I noticed the following:
Non-admin user accounts can now be allowed to add and remove printers by enabling Parental Controls and selecting "Can administer printers".
http://support.apple.com/kb/HT3397
Maybe someone found out how to adjust this for managed users by editing a Preference file?
Kind Regards,
