I tried a policy, ongoing, at login and the script launchctl unload -w /Library/LaunchAgents/com.adobe.AdobeCreativeCloud.plist
but it didn't work

+26You will need to reach out to Adobe on this. Adobe builds their products in a way that makes it extremely difficult to modify their behavior beyond what options they give you in the admin console. Honestly, would wager if you did figure out how to block this you would break Creative Cloud.
