Yes to it depends on your license model. We successfully use Shared Device licenses in labs - users have to login but it does not require a Adobe account. For example you can login with Google or Facebook - I believe Adobe just wants to know who you are and confirm you are over 13 years old so it seems more like confirmation than authentication. You can create Adobe logins and use them if you want too.

+16Might depend on the licensing options you have available and your current agreement with Adobe. If you have Shared Device Licensing you can have the license live within the install itself but would still require an Adobe ID to login (that account would not need to own a license).
