I'm new to JAMF Pro and just wanted to confirm what I think I am seeing.
That there is no api for creating smart mobile device groups, only static.
Can anyone confirm that my understanding is correct.

Yep, should just appear in the list once you've created the extension attribute. You may need to press show advanced criteria if it doesn't appear in the initial list.
