I assume you are using the Functionality section of the Restrictions payload to accomplish this on supervised iOS devices.

An alternative method, albeit one much more vulnerable to workarounds, is the ban the Camera app (com.apple.Camera) and anything else that takes pictures, but leave the camera itself accessible and have people run the hidden Code Scanner app, which can be found by a device/Siri search. 

Thank you for the idea. I was able to make that workflow work in testing just now. My issue is that our users are not technical so something as simple as swiping down and typing "QR" is more than I would be able to educate the entire staff on. I was wanting to find a way to have the Apple QR app just sit on the home screen and just be one simple touch to open and use.

I tore apart a 15.4 IPSW and didn't find any URL schemes defined for the Apple Barcode Scanner app, which means bookmarking it isn't feasible. You can add a Control Center control for it, or a Shortcut that calls it, but neither of those methods are manageable as of this writing.

Adding a control and having users get at it that way is probably the most feasible method.

I dont see a direct way to accomplish this. You either block the camera or you dont. You probably want to look in to a specialized EHR tool, something like Epic Rover or Cerner PowerChart. These apps interface wiht patent records and support QR codes to access them. You could block the camera.app itself without blocking the ability to use the camera so these apps could hook in to the camera for QR code scanning.

FYI apple does have a hidden native app called code scanner, pull down and search for it. Its there.

I have opened apple tickets to turn this into a native app for the homescreen. But unless more people request it apple doesnt care to add the app.

If you can set the Home Screen layout in a json or similar, the bundle ID for Code Scanner is com.apple.BarcodeScanner

I am actively working on this issue and am not able to pin the app. I have however discovered that it can be added to the control center. But if you have a home screen layout it cannot be changed. So I just removed our HSL profile for when techs log into devices, they can re-add if its missing (I guess on ipads its not in the control center by default) When a tech logs off it re-applys the HSL config and users cannot edit.
