Best practice to restrict backups with iCloud on supervised devices with personal Apple ID?

Is there a way to better prevent back ups of items such as pdfs, excel docs, word docs, directory's from being backed up on a institutional device without restricting the user from using them while actively working with the us?

Don't allow personal Apple IDs. 

Use managed Apple accounts and block iCloud via ASM / ABM.

Or.. 

You can block iCloud Drive via the restrictions profile:

Note that this profile has many many other settings.. test and test again..

Personal Apple ID's ≠ Organizationally owned devices.

If you must use Apple ID's, use Managed Apple ID's. However, I strongly recommend using OneDrive or a similar solution that is actually designed for enterprise use cases.
