Block a specific version of an app (i.e. Transmission 2.9...)

Hi all,
Anyone have a quick and easy method to say block a specific version of an app from executing as opposed to a blanket "all versions" of the app? Just wondering about how to do this in light of the Transmission 2.9 ransomware incident.

Maybe create a smart computer group whose criteria is only that version of application installed and apply that to the restricted software's scope?
